If you're creating a USB install disk for another PC with different requirements, then you may or may not be in luck. As you can see here, the options are grayed out when the selection box below is ticked. When installing Windows 10, you can keep all your old programs and files. Finally, do this over a fast Internet connection as you'll likely need to download the OS and a few updates too. Also, make sure your OS is completely up to date. Backup anything essential to an external hard disk or USB flash drive. It's rare, but it has happened on more than a few people's PCs when they upgraded so don't take that risk. I like to assume the worst here and that is that the install process goes horribly wrong and you can't get at your data and programs. There are a couple of essential steps to perform before this, though, and the first is to backup your PC.

You'll likely need to download it first if you haven't seen any upgrade messages, but once you've upgraded your current activated copy of Windows 7 or 8.1, you'll have registered your copy of Windows 10.
